Only 17 out of 100 départements approved the EU Constitution, creating this massive unbroken red carpet and leaving only two blue islands: Western France (Brittany) and Paris with its affluent Western suburbs.” (Well, and Lyon, Strasbourg and the Haute-Savoie, plus four of the overseas bits, but that’s being nitpicky.)
